Backward earth cultures are generally made up of two things. They could possibly be young, immature spirits, or they could be spirits who continuously return to earth to stay at that level and have no desire to move into higher consciousness levels. There are two types of beginner souls: souls who are truly young in terms of exposure to an existence out of the spirit world, and souls who have been reincarnating on Earth for a long period of relative time, but still remain immature.
